Lindsey Kimball joined the Hillsborough County team in 2012. In her role as Economic Development Director, she oversees all strategic and operational aspects of the Department which include Corporate Development, Entrepreneurial Services, Disadvantaged Minority and Small Business Development, Redevelopment, Competitive Sites, Agribusiness Development, Innovation District, Business Intelligence and Tourism Development. Her leadership drives a team of professionals focused on assisting companies expand and establish operations in the County, supporting the innovation and entrepreneurial ecosystem, increasing the utilization of minority businesses, and determining public investment in projects that increase the economic prosperity in the County.
An award-winning economic development professional, she brings to the table more than 18 years of experience in a diverse range of economic development activities and organizations, always with a keen perception of market trends, best practices and the best outcome for the community. Developing new, innovative programs and, more importantly – implementing them – is a strong suite for Ms. Kimball who embraces a progressive, holistic approach to her profession. Ms. Kimball’s negotiation and deal making efforts throughout her career have resulted in projects announcing nearly 20,000 jobs and more than $1.5 billion in capital investment.

As the Senior Vice President of Business Development, Steve Morey is responsible for directing the EDC’s Business Development Activities including domestic and international business recruitment strategies, and business retention and expansion programs.
Steve has been in the Economic Development Industry for more than 10 years in both Florida and the Midwest. Utilizing his knowledge and experience, Steve showcases the Tampa Bay region as a great place to work and live to site selectors, CEOs and other decision-makers.
Prior to Economic Development, Steve enjoyed a successful career in banking and commercial finance, serving in various roles for Transamerica, Deutsche Bank, and National City Corporation. He earned his undergraduate degree from Ohio University and his MBA from Cleveland State University. Steve has held several leadership and board positions at the state, regional, and local levels.
Steve lives with his wife and two daughters in Carrollwood Village. He is an avid cyclist and enjoys volunteer roles in youth sports in Hillsborough County.
